The local fraternity . . . becomes the basic unit of the
whole Order and a visible sign of the Church, the community of love. This should be the
privileged place for developing a sense of Church and the Franciscan vocation and for
enlivening the apostolic life of its members.

A brief history of Divine Mercy SFO Region
In the spring and summer of 1992 representatives from the
11 separate Secular Franciscan Provinces in the Lower Peninsula of Michigan began meeting
with a representative of the National Fraternity to start exploring the process of
